It's not unique to the Postal Service. I've seen these bomb threat-evaluation cards elsewhere.
Yup -- even in retail stores, and academic offices / schools.
If you are unfortunate enough to answer the phone when some wingnut phones in a threat, it's a little challenging to keep your wits. The checklist can be very helpful.
